What about the definitions?

The council defines short-term visitor accommodation (STVA) as hosting paying guests for under 90 days, including through platforms like Airbnb and Bookabach. If the same paying guests stay 90 days or more, they are tenants and the property is treated as a rental. It sorts STVA into three types: Residential Visitor Accommodation (a whole house let to visitors), Homestay (a separate category, with its own registration form; we did not read its full definition), and Visitor Accommodation.

What about the four steps?

1. Work out which type you offer. 2. Look up the rules for that type, which depend on your property's district plan zone. 3. Register with the council using its online form. The council says this keeps things fair and helps it understand and monitor the impact of short-term letting. 4. Apply for resource consent if needed, if you operate outside the standards that apply to your zone. The registration form says it is not a consent application, and says consents are generally not required for home

What about what the registration forms ask?

Both forms ask for owner details, the property address and the valuation number (from your rates invoice), the maximum number of guests, and the number of nights per year the property will be available. The Residential Visitor Accommodation form also asks for the number of bedrooms and any property management company's details. The council says the data is used by its rating team to decide whether to recalculate your rates, and by its policy team.

What about the consequences of not complying?

The forms warn that non-compliance could lead to penalties and to changes to your rates without prior notice, and that you will need a resource consent if you do not follow the requirements.

What about what the sources do not say?

No fee for registering is shown. We did not read the night caps, the zone tables, building-consent rules, penalty amounts, tax rules or any other council. The national tax position, such as GST on platform bookings, was not read in this pass.

Is there a national short-term rental registry in New Zealand?

We did not find one in the sources we read. Rules sit with councils.

Do I need a resource consent?

It depends on your zone and how you operate. The council says consent is needed if you go beyond the standards for your zone, and generally not for homestays.

What is the 90 day line?

Guests staying under 90 days count as visitors. Staying 90 days or more makes them tenants.

What about once you are registered?
