What about what the sources do not say?

They do not give fees, timelines, room limits for a maison d'hotes, rules for renting an ordinary flat to tourists, tax, or what comes after provisional classification (the final classification step). We did not read any rule about foreign ownership of property.

Do I need a licence to run a riad as a guest house?

The ministry's procedure applies to riads, kasbahs, maisons d'hotes and gites, so yes, provisional classification and operating authorisation are the route it describes.

The ministry lists a decree on online reporting of guest data for tourist accommodation establishments, so plan to register in that system.
