What about the rules in plain facts?

Authority: the housing office (Wohnungsamt) of the district where the flat is located, under the Zweckentfremdungsverbot-Gesetz (ZwVbG).

What about how the (paper) process worked?

The district form and documents are submitted in writing; the official pages say online submission is not possible at present. Permits can be limited in time, and the law sets no maximum period. Average processing time is given only as "depends on the case". To prepare for the coming digital process, the Senate asks hosts to set up a BundID account (online ID, EU identity or ELSTER certificate) or, for businesses, a "Mein Unternehmenskonto" account.

What about what the sources do not say?

They do not give a processing time, a penalty amount, or the content of the new digital procedure. Hamburg, Munich and other cities were not read. City tax and income tax are handled elsewhere, and we did not read those pages.

Do I need a permit to rent out a room in my own Berlin home?

Not if the room is at most 49 percent of the floor area and it is your main home. You file a free notice to receive a registration number. Above 49 percent you need a permit.

Can I get a new Berlin registration number today?

Not according to the Senate page we read: numbers are not being issued while the new system is tested. Check the page again before you plan a launch.

Is there a national German registration?

We did not find one in the sources we read. Berlin's own rules and the EU regulation are what apply to Berlin hosts.

Do hotels need the number?

The Senate FAQ says hotel and guest house operators who meet the legal imprint duty do not have to show the number. That FAQ text cites an older telemedia law, so confirm with the district office.

What about once you are registered?

Registration makes you legal. Distribution is a separate job. Fursat does not list homes in Germany; our guest stays are in India.
