You apply to the competent administrative body for a decision approving household hospitality services. Conditions: you are the owner (or the property belongs to your spouse, partner, a direct-line relative or a family member who gives written consent); the unit meets the minimum conditions for its type and the conditions for its category; and the building meets the construction-law conditions. Display a sign at the entrance with the type and category (and any special standard); post prices in each unit and state that the tourist tax is included; issue a legible invoice for every service; keep a guest list; and accept written complaints, answering within 15 days and keeping records for one year. In adverts you may use only the category the decision gives you.

What about step 3: guests and tax?

- eVisitor: the gov.hr page says household providers must register every guest in eVisitor within 24 hours of arrival and deregister within 24 hours of departure, with the local tourist board. - Tax Administration: send a copy of the decision to your local Tax Administration office within 8 days, to enter the taxpayer register. Eligible renters (up to 20 beds, not VAT payers) pay a flat-rate annual tax per bed set by local decision, and are liable for the tourist board membership fee by the end
