What about who must register?

The RNT is a prior and mandatory requirement for tourist providers to operate. The ministry's FAQ confirms that tourist homes, urban or rural, with or without a horizontal-property regulation, must register if they provide the service permanently, meaning commercially. Hostels, hotels, glamping and other lodging, and electronic tourism platforms, are also on the list. Hourly accommodation does not need an RNT.

What about cost and how to register?

The RNT is free. You register through the electronic platform run by the Chambers of Commerce (Camaras de Comercio), which handle the RNT for the ministry. Steps are: create a user on the RNT portal, then submit the registration request. The ministry says the RNT is declarative, so no documents need to be uploaded, but you must keep supporting documents ready for authorities.

What about other requirements the faq mentions?

- Land use: you must ask the municipal or district mayor's office, or the urban curator, to confirm that the commercial activity is allowed on that plot under the local land-use plan (POT). - Annual renewal: every year between 1 January and 31 March. Missing renewal can suspend tax incentives. - Number in advertising: the RNT number must appear in all the provider's advertising. - Parafiscal contribution: the FAQ says tourist homes providing the service only occasionally are exempt. Operating without the RNT can lead to an investigation by the Superintendence of Industry and Commerce and closure of the establishment by the mayor.

Yes for tourist homes that operate permanently, meaning commercially, according to the FAQ.

The RNT is free, according to the ministry FAQ. Registering a business with the Chamber of Commerce and the tax number have their own costs.
