What about what the government sources say?

Mandatory for lodging. The gov.br page says Cadastur is mandatory for accommodation providers (meios de hospedagem), tourism agencies, tourist transporters, event organisers, theme parks, tourist campsites and MEI tour guides. Other activities may register voluntarily. The Tourism Law says tourism service providers are obliged to register with the Ministry of Tourism, and that each approved registration gets a certificate.

What about how to apply?

1. Log in to the Cadastur site with gov.br. 2. Choose "Cadastrar Prestador", select the activity and enter the CNPJ. The system pulls the company data from the federal tax authority. 3. Fill in the electronic form (company and commercial data) following the guided tour. 4. A state tourism body analyses the file. The page estimates up to 5 working days, depending on any pending items you must fix. 5. Download the certificate and seal by logging in again.

What about penalties?

The Tourism Law lists written warning, fines and cancellation of registration. Fines range from R$ 350 to R$ 1,000,000, graded by regulation. Cancellation means services must stop and the certificate is seized, with a deadline for compliance.

What about what the sources do not say?

They do not say whether a private individual with only a CPF, renting a house on a platform, must register. The service page is written for businesses with a CNPJ. They also do not cover tax, municipal operating licences, platform rules, or the accommodation-specific document list.

How long does it last?

Two years, after which it must be renewed.

The state tourism body for your state analyses the application, according to the service page.

Do small homestays need it?

If you operate as a business providing paid lodging, the law covers you. For an individual without a company, the sources do not give an answer, so ask your state tourism office.
