For individuals found guilty under the Planning Act, URA says the penalty is a fine of up to SGD 5,000. For repeat offenders or people who operate at more than one property, URA says it may take court proceedings and that this can bring significantly heavier fines.

The URA page does not set out a registration process, a fee, or any exemption for owner-occupiers or for public housing (HDB flats are not mentioned on the page we read). It also does not cover other approvals needed to run a hotel or serviced apartment. Do not assume any exemption exists. Ask URA, and for a flat in a managed building, ask the management body about its own house rules.

What about why this matters for your listing?

Some countries ask hosts for a registration number before a listing goes live. URA's page names no licence for short stays in private homes, so there is nothing to display. Posting a nightly listing exposes you to the penalties above. Treat three months as your minimum booking length and set it in your calendar settings.
