The 2025 policy allowed 1 to 6 rooms (12 beds) and said a homestay owner could let only two thirds of the rooms in the house. The 16 June 2026 memo replaces that: an urban homestay can register 1 to 8 rooms (16 beds), and a B&B can let up to 8 rooms, with any leased building needing a lease of at least 3 years. 1. Apply on the department's online portal with ID (Aadhaar or passport), proof of ownership, a self declaration affidavit and the police and local body clearances the portal asks for. We did not find the full SOP, so the checklist items for Silver versus Gold, the exact form fields and the inspection scoring are not covered. The orders do not state a fine schedule.

Is registration compulsory in Uttar Pradesh?

Yes, under the 2025 policy, after the transition period. Units classified by the Ministry of Tourism are exempt from the operating restriction.

How many rooms can I register?

An urban homestay or B&B can register up to 8 rooms (16 beds) after the June 2026 amendment. The 2025 text, still applicable to rural homestays as far as we saw, says 6 rooms (12 beds).

Rs 2,000 (Silver) or Rs 3,000 (Gold) for an urban homestay or B&B, and Rs 500 or Rs 750 for a rural homestay.

Do I need NIDHI as well?

We recommend registering on the central NIDHI portal too. It is a separate registration and the state order treats Ministry of Tourism classification as a partial exemption, not a replacement.
