What about the scheme, in plain facts?

Authority: Tourism Department, Government of Mizoram. Applications go to the "Prescribed Authority" appointed under the 2020 Act, using Form 3 of the Mizoram (Registration of Tourist Trade) Rules, 2020.

What about documents?

The guidelines list the standard application documents: the application form, proof of ownership (with an affidavit for co-sharers), a location plan, photographs of the building and interiors, the police clearance certificate, the facilities checklist, and certified building plans from the local body.

What about how the process works?

1. Apply with the fee and documents. The department acknowledges receipt. 2. Inspection: a private agency or the Prescribed Authority verifies the unit on site against the checklist. Be ready at all times, since deferment requests are not entertained. 3. Classification: the classification committee recommends a class, and you pay the fee for the class allotted. Cases are to be finalised within 30 days of a complete application. 4. Training: after registration you must attend the training program

What about validity and rules?

- Valid for 3 years. Apply for reclassification at least 3 months before expiry. - Records: keep a guest register in the hotel format, send Form 25 with passport details to the police when hosting foreign nationals, and file a monthly visitor report in Form 26. - Rates: you charge the rates approved by the Tourism Department, which are revised once in two years on application. - Safety: the guidelines say CCTV at reception and corridors shall be installed and at least one female security person

What about what this means for aizawl and champhai owners?

The department has historically focused homestay support on districts such as Champhai and Mamit, so ask whether a village or district programme applies to you. Because the document exemption is a notice and not a rewrite of the guidelines, bring the full set to your first visit and let the office tell you what it will skip.

How many rooms can a Mizoram homestay have?

A maximum of 9 rooms with toilets under the revised May 2026 guidelines. The 2020 version said 5.

Does the owner have to live on the property?

Yes. The owner or promoter must physically reside with the family in the homestay or within the premises or campus in close proximity.

How much does registration cost?

The guidelines do not state a fee. They say the fees are fixed by the Government from time to time, so confirm with the Tourism Department.

How long is the registration valid?

Three years, with reclassification applications due at least 3 months before expiry.

Is training compulsory?

Yes. Failing to attend the compulsory training programme can lead to cancellation of the certificate.

Mizoram revised its homestay guidelines in May 2026, raising the cap to 9 rooms and relaxing four documents. Here is the process, validity and what the rules do not state.
